To install software on Windows NT/2000 you are to be at Administrators or at least in Power Users group.

To use software you do not need any special permissions.

However you must have "write" permissions for the particular drive to be able to clean it up in case if the drive is formatted as NTFS (i.e. you can not wipe out the data if you do not have access).
